Draft Regulations will go before the House of Lords shortly to effect changes to the status of foundation, voluntary and foundation special schools and sixth form college corporations. From 1 August 2011 these organisations will be exempt charities meaning that they will not fall under the control of the Charity Commission and not be subject to their reporting or accounting regime.
This will bring these educational bodies into line with Academy schools who, although currently strictly speaking under the regulatory control of the Charity Commission, will too have exempt status from 1 August under different regulations passed earlier in the year.
In an attempt to tie up all loose ends a further set of regulations are awaiting Parliamentary approval which will appoint the Secretary of State for Education, Michael Gove, as principal regulator of all educational bodies under these regimes within England.
