The Mobile Homes bill was published on 15th October 2012, and as indicated by the Government’s comments on the Committee’s Report on the Consultation responses, a number of significant alterations to the current legislation are being made in what will be the Mobile Homes Act 2013. Could a “Fit and Proper” person test be getting closer for park owners?

This has been on the back burner for quite some time now but Stephen Gilbert MP brought it up in parliament yesterday so it could be back on the agenda – http://www.bbc.co.uk/news/uk-england-16490381 – it is certain to be one subject considered by the Communities and Local Government Select Committee Inquiry into Park Homes which was announced at the end of last month. “Modernising site licensing” – what does that mean?

Not content with changing the law so that resolution of disputes on residential parks is more accessible, Grant Shapps, Minister of State for Housing, is consulting on modernising the site licensing regime. On 4 July 2011, Grant Shapps confirmed that he has consulted the industry and will publish the results shortly. We were hoping that this would be available by now but seemingly not – watch this space for updates and to find out whether the old question of “fit and proper persons” will be revisited.
