Kelly is a Senior Associate in the Tozers Planning Team and has worked in the Planning Team since qualification in 2018.
Kelly has particular expertise in Section 106 agreements for complex residential and mixed-use greenfield development schemes. She has led negotiations on agreements for a number of sustainable urban extensions and garden communities across the South West.
In addition to her transactional work, Kelly has significant experience in contentious planning matters, including planning appeals and judicial review proceedings.
Kelly also advises holiday and residential park owners across the UK on site optimisation strategies and wider opportunities for rural diversification. She has a strong track record in securing certificates of lawfulness and in varying or removing onerous planning conditions. Kelly also has market-leading expertise in caravan site licensing and leads on applications to transfer or modify site licences.
Drawing on her litigation background and strong attention to detail, Kelly also delivers planning due diligence across the firm’s real estate sector. Her experience includes advising on planning overage provisions, conditional contracts, and option agreements.
