Stephen is the principle contact for property matters for Registered Providers and heads up Tozers’ nationally recognised Affordable Housing team.

His particular specialisms are in property-related matters including:

Qualifying in 1995, Stephen has spent his entire career in property development and acting for Registered Providers. Ranked as Band 3 for Social Housing in the Chambers UK 2022 legal directory, Stephen is "noted for his experience in non-contentious property law, regularly advising registered providers on acquisitions and development projects, stock transfers and property financing work." with a client stating that "He is a very good lawyer and knows the housing association market."

Stephen has also been recognised as a Leading Individual in his field in the Legal 500 2022 directory.

Stephen is proud to work with a great team who collectively are also recognised for their expertise in both the Chambers UK 2022 legal directory and the Legal 500 2022 edition. Working closely with Megan Lindsay-Bush, Sarah Brimilcombe, Rosemary Hill and Sue Pope on property matters and also with the housing management team Sarah Schooling, Jenny Lloyd, Megan Andrews and Georgina Ogg.

Away from work, Stephen enjoys making the most of living in the West Country, in particular walking on Exmoor and the Quantocks and trying to keep fit.
